Quite a bold choice for number one, don't you think? I think the same. But list choices are tough.
The characters are well developed (especially Carcetti and McNulty). Their interactions are multiple and complex, but never too twisted. Policemen and thugs are neither all good or evil (except of course the terrifying Marlo), everybody is just the way he is and has to act in a complicated world, struggling amidst corruption, budget cuts and social distress.
I also appreciate that McNulty isn't the main character in every season. Each s
